Citizens of Azerbaijan that hold a valid permanent resident card or a valid visa from the United States, Canada, the United Kingdom, or any European Union nation, do not need to obtain a visa to Dominican Republic.
If the minor is exiting Dominican Republic with a different person than they entered with, the parents or legal guardians must provide a letter giving authorization to travel with the minor. This authorization must be in Spanish, and it must be notarized at Embassy or Consulate of Dominican Republic.
